Why NEOM Manpower Mobilisation Is Different
NEOM contractors operate to project standards that are tighter than the Saudi baseline in several ways. Safety induction is project-specific — NEOM has its own HSE program that workers must complete in addition to standard Saudi safety induction. Drug and alcohol testing is rigorous — many NEOM contractors operate strict screening even by KSA standards. Documentation requirements are higher — workers must have not just valid iqama and trade certifications, but verified employment history and reference checks for skilled positions.
Mobilisation logistics are also more complex. NEOM zones sit far from established Saudi cities — Tabuk city is the closest urban centre, and many NEOM construction sites are 2–4 hours further by road. Workers typically arrive in Tabuk by air or via long-distance transfer, then move to NEOM camps under contractor-managed transportation. Camp accommodation is standard. The result is mobilisation timelines that run 2–4 weeks longer than standard KSA deployment — and providers without NEOM project history routinely underestimate this.
The third factor: certification verification. NEOM contractors require documented certifications for trade roles. Pipe fitters need ASME welding qualifications. Scaffolders need internationally recognised certifications (CISRS, NASC equivalent). HSE roles need NEBOSH or equivalent. Workers with informal experience but no formal certification — common in some Saudi labour pools — cannot deploy to NEOM. Our referred providers verify documentation before presenting candidates, which is why their mobilisation success rate runs significantly higher than general-purpose Saudi manpower.
