Tabuk and NEOM โ The Fastest-Growing Manpower Market in Saudi Arabia
Tabuk Province is the site of NEOM โ the most ambitious urban development project in Saudi history and arguably the world. The Line, Sindalah, Aqaba and Trojena are all under active construction across the NEOM master plan area, employing tens of thousands of workers and generating manpower demand that has transformed the regional labour market since 2020.
NEOM contractors have specific workforce requirements and typically operate strict safety and documentation standards. Workers deployed on NEOM sites need current safety induction certification, valid iqama in the correct trade category, and often additional site-specific onboarding before they can begin work. Lead times for NEOM-bound deployment are typically 2โ4 weeks rather than the 48-hour standard for general labour in the major cities.
Outside NEOM, Tabuk city itself has more conventional workforce needs: construction for the city's own development, hospitality and retail workers, facility management staff. The Red Sea Project on the coast is another major employer, with specific hospitality and construction manpower requirements. Tabuk's growing regional significance means manpower providers operating here are better capitalised and more capable than the regional market used to support โ but the demand is intense and supply remains tight for specialist categories.
