Mecca operates on two cycles simultaneously. The permanent residential and commercial economy requires a consistent, year-round workforce โ construction workers for the ongoing expansion of the Grand Mosque precinct and surrounding hotels, hospitality staff for the thousands of hotels in the Abraj Al-Bait and Al-Rusaifah zones, facility management workers for the Haramain high-speed rail terminals, and retail workers for the Mecca Mall and Al-Hijaz shopping corridors.
The Hajj and Umrah seasons overlay a second demand wave. During peak Hajj, the city's hospitality and support workforce swells dramatically. Hotels require supplementary housekeeping, F&B and front-desk staff. Facility management companies bring in additional cleaning crews for the Masjid al-Haram precinct. Transportation and logistics operators need extra drivers and coordinators.
